Struct UserId 

pub struct UserId(pub Uuid);

Unique identifier for an end user.

An orthogonal owner axis alongside AgentId: a memory belongs to both a user and an agent, and a scoped query only sees a memory when it is visible on both axes. The nil user is shared/global (visible to all).
