On-disk layout the workspace root carries today.

Drives Engine::from_workspace_root: a workspace either carries the two-layer file adapter shape (Layout::New) or it does not (Layout::Empty). Pre-rebuild layouts are no longer recognised — operators run memstead mem-repo init to bootstrap a fresh workspace.
