Top-level configuration for memscope_rs::start_with.

Combines the auto-export subsystem config with the existing GlobalTrackerConfig (tracking sampling, passport, etc.) so callers can configure both halves of a start_with call from a single value.

Auto-export subsystem configuration.

§tracker: GlobalTrackerConfig

Underlying global tracker configuration (sampling, passport tracker, etc.).
