pub enum HandlingMode {
Queue,
Steer,
}Expand description
Handling mode for ordinary content-bearing work.
Queue means outer-loop / next-turn handling and leaves the current run
untouched.
Steer means inner-loop handling and requests injection at the earliest
admissible cooperative boundary, while remaining ordinary work rather than
an out-of-band control-plane command.
