Expand description

§7.2 operator-scope activation semantics. Off keeps the scope schema present but unpopulated (the P0 posture); Provisional activates composition (resolver-keyed) and steward routing under the §16 Q1 provisional keying. A final keying mode gets its own variant when the open question closes — deployments on provisional accept that the keying may change.
