Semantic kind of a staged batch (§10.1). The llm_writes = "quarantined" posture keys off this, not off authorship: ALL steward dream groups carry MemoryAuthor::Steward, but only some of them ARE the review the posture defers to. Review verdicts (quarantine releases, gated-promotion commits, proposal accepts) commit at their reviewed status; fresh writes (consolidate/harvest/rank output, agent and distiller records) respect the posture knob.

ReviewVerdict

A steward/operator review verdict over existing content — the review itself, so the quarantine posture must not re-defer it.
