One pending (or held) mob/operator-scope proposal awaiting a dream verdict (§8.5 promotion).

§10.1 propose-time taint fact: Some(reason) when the write gate would have quarantined this author at propose time. A plain steward “accept” on a tainted proposal downgrades to an operator gate.
