Payload for DemuxError::TrackMetadataBudgetExhausted.

The file’s stream metadata, together, is over DemuxLimits::max_total_stream_metadata_bytes.

The budget is whole-file rather than per-stream because the exposure is: max_streams bounds how many streams a header may declare and says nothing about what each may carry, and every admitted stream’s three values are mirrored eagerly at open.
