Why a Mcp-Name value could not be decoded.

Both variants mean the header wore the sentinel markers but its payload was not a valid Base64-encoded UTF-8 string. A conforming client cannot produce either, so the right response is to reject the request rather than guess.

NotBase64

The payload between the markers was not valid standard-alphabet Base64.

NotUtf8

The payload decoded, but the bytes were not valid UTF-8.
