Failure rate threshold (0.0-1.0) to trip open (default: 0.5)

minimum_calls: usize

Minimum number of calls before evaluating failure rate (default: 5)

wait_duration_seconds: u64

Seconds to wait in open state before half-open (default: 30)

permitted_calls_in_half_open: usize

Number of permitted calls in half-open state (default: 3)
