How an export is laid out on disk.

Both forms carry the same manifest and the same cas/v1 and action-results/v1 layout; they differ only in whether that tree is wrapped in a tar. A transport that archives and compresses a directory itself, such as actions/cache, would otherwise write every byte twice: once into the tar and once again when the importer unpacks it.
