MAVLink DEBUG message.
The minimum supported MAVLink version is MAVLink 1.
§Description
Send a debug value. The index is used to discriminate between values. These values show up in the plot of QGroundControl as DEBUG N.
§Encoding/Decoding
Message encoding/decoding are provided by implementing core::convert::TryFrom<Payload> for
[Debug] (encoding) and [IntoPayload] (decoding) traits.
These traits are implemented by Message proc macro.

Timestamp (time since system boot).
