Standard
0 — Device is fully configured; commissioning works as published.
UserIntent
1 — Device requires user-intent (a button press or similar) before
it begins advertising commissioning.
Custom
2 — Custom commissioning flow; commissioner must consult the
vendor’s instructions. Not supported by matter-rust.
