Initial trust-region radius spec.
Powell’s COBYLA accepts a single rhobeg applied to all variables, or
per-dimension initial steps. For autoeq’s PEQ problem the parameters
differ in scale by orders of magnitude (log10-frequency span ~0.5,
gain span ~24 dB), so per-dimension steps are recommended.
