Variants

Consumer

The project’s own mars.toml, or an entry about to be written to it: every rule refuses.

Package

A dependency’s manifest, read as written: its dependents’ syncs must not break on it, so a conflicting filter warns (and FilterConfig::to_mode picks the mode it always has) and a plugin entry’s dialect is dropped with a warning.
