Configurable decoder resource ceilings (review fix 3). Defaults are the format-derived maxima; callers decoding untrusted input can tighten any of them independently.

Fields

max_pixels: u64

Max total pixels (w*h).

max_tiles: u32

Max tiles.

max_decompressed: u64

Max decompressed payload bytes.

max_total_memory: u64

Max decoder memory (pixels + atlas), bytes.
