Expected

Checks will come: wait for them, judge them (the default, and what decide always uses).

§

Absent

No check will ever report ([release] mode = "local" on a repository whose Actions never run). Waiting out CHECKS_GRACE or reading unknown as a refusal would stall forever, so the checks are read as absent and the pull request is ready as soon as it merges cleanly.
