A standalone seat’s agent: one roster id, or an ordered fallback chain.
The string form is what every existing config uses and serializes back as
a string; the array form tries each id at most once, in order, moving on
when a call ends in quota or fails (see crate::agent::pick_chain).
An empty string or array is the same as unset.
