How a call or an open must be kept, as macula-go’s options name it (macula 13, E2E design §8): Preferred, the default, or Required. There is no off: only an advertisement naming no key is called in the clear. This SDK seals nothing yet, so a provider whose advertisement names a KEM key is never called, and Required calls no provider: a lookup can deny a call, never downgrade it.
