The canonical memory-partition levels, composed UNDER the JWT base scope
in this fixed order (User → Agent → Session). Each carries a
one-char disambiguating tag so the composed scope is self-describing and
collision-resistant: {base}.u-{user}.a-{agent}.s-{session}, including
only the levels whose id is present.
