One maximal run of equal pixels, in row-major order.

A run list is a mask’s canonical decomposition: adjacent runs never carry the same value and the lengths sum to the layer’s pixel count. A rasterizer that produces runs hands them to encode_runs directly, so the pixel mask a layer decodes to never has to exist.

How many pixels the run covers. At least 1.

value: u8

The value every pixel of the run carries.
