Storage-agnostic admin surface for HTTP / binding callers that want to drive snapshot operations without naming the backend type parameter.

Implemented on Database<InMemoryGraph> since the in-memory backend is currently the only one that bridges to the columnar lora-snapshot codec. Transports (e.g. lora-server) type-erase on Arc<dyn SnapshotAdmin>.
