Verified Professional Attestation (VPA)

Industry-agnostic credential attestation. The protocol does not interpret what the credential IS - it only cares about:

• Category (license, cert, degree, experience)
• Difficulty tier (1-5)
• Verification level

All credential details are stored as opaque strings.
