Arguments

• max_attempts — total attempt budget (must be ≥ 1)
• base_ms — base delay in milliseconds for attempt 1

Returns

• Ok(RetryPolicy) — on success
• Err(AgentRuntimeError::Orchestration) — if max_attempts == 0

Compute the delay before the given attempt number (1-based).

Delay = base_delay * 2^(attempt-1), capped at MAX_RETRY_DELAY.
