Struct TrackerReading

One reading of the tracker. While the guard is alive on this thread, each ticket’s record and each vissue listing is read once, and every record comes from one parse of the tracker. A consensus reads the same family of tickets many times over, and outside a reading each read parses the whole tracker. Dropping the guard forgets what was read, so a later write is read afresh.
