The workflow settings S1 reads: which workflow new feature work takes, the panel, who can veto, the pass share and the tie-break. There is no round cap and no setting that waits on the person.

The workflow new feature work binds to.

auto_bind: bool

Bind without being asked when new feature work opens.

personas: Vec<String>

The panel personas, each of whom must cast on a round.

veto: Vec<String>

Personas whose revise blocks a pass on its own.

quorum: f64

The share of pass ballots a round needs.

tie: String

What a tie does. revise opens another round.
