Participant retention configuration failed its fixed startup validation.

SuccessorOccurrenceArray is deliberately absent under docs/design/LP-EXTRACTION-GOAL.md Fix 2: cursor-progress accounting is per participant and no serialized fixed occurrence array is part of this crate’s state model.
