These defines the data structures for the region of interest map

Fields
roi_map: *mut c_ucharAn id between 0 and 7 for each 8x8 region within a frame.
rows: c_uintNumber of rows.
cols: c_uintNumber of columns.
delta_q: [c_int; 8]Quantizer deltas.
delta_lf: [c_int; 8]Loop filter deltas.
static_threshold: [c_uint; 8]Static breakout threshold for each segment.
