Reference to a rule

Rule references use a question mark suffix to distinguish them from fact references. Example: has_license? references the has_license rule in the current document. Cross-document example: employee.is_eligible? where employee is a fact with value doc some_doc, references the is_eligible rule from the document referenced by the employee fact.
