Value payload (shape of a literal). No type attached. Measure unit is required; Ratio unit is optional (see plan ratio-units-optional.md).

Number(RationalInteger)
Measure(RationalInteger, Vec<(String, i32)>)
Measure: magnitude in canonical (base-unit) space + unit signature.
At bind time the user-facing value is multiplied by unit.factor to produce
the stored magnitude; materialization divides back. The signature carries the
declared unit name(s) and is always in canonical form (sorted, no zero exponents).
