Reference to a rule

Rule references use a question mark suffix to distinguish them from fact references. Examples:

• Local rule “has_license?”: segments=[], rule=“has_license”
• Cross-document “employee.is_eligible?”: segments=[“employee”], rule=“is_eligible”
