A spend ceiling for a workflow, summed from the advisory usage on replies and the engine’s own counters. Any unset dimension is unbounded. A breach is a LaserError::BudgetExceeded, read from the engine’s running totals.

An unbounded budget (the default).

pub fn tokens(tokens: u64) -> Self

Cap the summed input-plus-output tokens across all step replies. Only counts the usage a step’s reply carries, which an AGDX respond sets with with_usage. A plain send_agent reply (no envelope) and an all-capable scatter report zero, so this ceiling is advisory and bites only where handlers attach usage.
