Override the I/O parallelism this reader advertises.

ObjectStore::open / open_with_size pass their normalized effective parallelism (LANCE_IO_THREADS override applied, at least 1) so consumers that size concurrency windows off the reader honor the configured request limit instead of the hardcoded cloud default.
