Session cookie, 0, 4 or 8 bytes (L2TP_ATTR_COOKIE).

Construct one with Cookie::none, the TryFrom conversions from &[u8] and Vec<u8>, the From conversions from [u8; 4] and [u8; 8], or by parsing a hexadecimal string. Display prints the bytes as lowercase hexadecimal. With the serde feature a cookie is a hexadecimal string in human-readable formats and bytes otherwise.
