Typed per-aggregate row predicate for streaming windows.

This is the engine-internal lowering target for SQL AGG(x) FILTER (WHERE …) and the AGG(CASE WHEN … THEN x END) idiom: a small, serializable predicate AST the dataflow operators can evaluate with plain Arrow compute kernels (the dataflow crate deliberately has no SQL or DataFusion dependency). Rows failing the predicate (or where it evaluates to NULL) do not feed the aggregate.
