Keyset pagination boundary over the notes store’s default total order (created_at DESC, id ASC — see note_filter_page_order_clause).

Only meaningful when NoteFilter::order_by is None: the boundary is expressed in terms of that default order, and combining it with a custom sort field has no defined meaning, so callers must not set both.
