Structured context for a failure that is proven safe to retry.

This includes the two pre-admission failures above and writer-task BEGIN contention after queue acceptance but before operation execution. Callers must inspect scope: only writer_admission means the queue never accepted the operation.

Stable wire stage/code.

timeout: Duration

Configured wait that ended before execution.

capability: Option<StorageCapability>

Storage capability when the failure is capability-scoped.

operation: Option<String>

Storage operation when known.

pool_identity: Option<String>

Database identity supplied by the pool that refused admission, when known.

scope: Option<&'static str>

Admission scope only when the queue never accepted the operation.

retry_after_ms: Option<u64>

Server backoff hint when a governing contract defines one.
