Context passed to all rule implementations.
Design contract for the deferred pack-rule runner (ADR-034): once wired,
it will carry configuration overrides from .khive/kg/rules.toml merged
with pack defaults, read per-rule from config[rule_id]. No runtime code
currently constructs a populated ValidationContext.

This struct is marked as non-exhaustive
Non-exhaustive structs could have additional fields added in future. Therefore, non-exhaustive structs cannot be constructed in external crates using the traditional
