Write plan for a governance op (propose, review, or withdraw — the event-sourced change-proposal lifecycle, ADR-046).

Fields§

§op: GovernanceOp§proposal_id: Uuid§statements: Vec<PlanStatement>

Event-log + status DML to apply inside the atomic unit. The lifecycle-state-check statement carries the guard (prepare validated the proposal was in a state admitting this transition).
