Tagged OS holder-census result.
An incomplete scan retains the partial holder evidence, but its wire shape
cannot be mistaken for a complete census without ignoring the explicit
status tag. This is the fail-loud direction required by ADR-091: a
truncated walk or an uninspectable PID is inconclusive, never evidence
that no additional holder exists.

Every visible process was inspected and the walk was not truncated.
Incomplete
Partial evidence from an inconclusive process walk.
