What an agent sends.

§state: AgentState§at: DateTime<FixedOffset>

When the agent observed this, with its own UTC offset - the same convention every timestamp in this API follows (ADR 0003).

Sent rather than left to the server so a pulse delayed by a slow link is not read as a fresher observation than it is.
