A scrollable region with bars

This is essentially a ScrollBars<ScrollRegion<W>>: ScrollRegion handles the actual scrolling and wheel/touch events, while ScrollBars adds scroll bar controls.

Use the HasScrollBars trait to adjust scroll bar behaviour.
