fail_open: bool

When true (default), ignore exporter errors; when false, flush fails if any secondary errors.

query: TelemetryQueryConfig

Query-back / pull API: authority, cache TTL, identity allowlist.

exporters: Vec<ExporterConfig>

Declarative list; type = "none" rows are accepted and ignored.
