An IRI cannot be written out because it would be read back as a compact IRI.

Raised when neither a term nor a compact IRI could be found for an IRI whose scheme is itself a term of the active context: emitting the IRI verbatim would make a reader expand scheme:rest through that term instead.

The specification narrows this to terms whose prefix flag is set and to IRIs with no authority component (no //); the check here does not distinguish those cases and so can fire slightly more often.
