Where a decision’s decided rule currently stands. Orthogonal to Status: status tracks the work of deciding, Validity tracks the rule. proposed while undecided, accepted once it binds, rejected if never adopted, replaced when another item supersedes it (see Item::replaced_by), retired when dropped without a successor.
