Encodes the binary export of all registered metrics.

schema is Some when the encoder needs a fresh schema this round (because schema_version changed) and None otherwise. Walking schema and values together — and per-family under a single read lock — keeps the two flat slices aligned even under concurrent Family::get_or_create from other threads.
