CID of the block being assembled.

total_fragments: u32

Expected total fragment count.

fragments: HashMap<u32, BfsFragment>

Received fragments keyed by index.

created_at: u64

Timestamp (ms) when the first fragment arrived.

last_updated: u64

Timestamp (ms) of the most recent fragment arrival.
