Minimum observation period before making recommendations

§confidence_threshold: f64

Minimum confidence threshold for recommendations (0.0 - 1.0)

§target_cache_hit_rate: f64

Target cache hit rate (0.0 - 1.0)

§target_bloom_fp_rate: f64

Target bloom filter false positive rate (0.0 - 1.0)

§aggressive: bool

Enable aggressive tuning (may suggest larger changes)
