Strategy used to select the victim when a shard is full.

Variants

LeastRecentlySeen

Evict the peer that has not been seen for the longest time.

HighestRtt

Evict the peer with the highest observed RTT.

Random

Deterministic pseudo-random eviction using an xorshift64 PRNG.

The seed is advanced on every eviction decision.
