Compatibility rule: self is compatible with required when self.major == required.major && self.minor >= required.minor.

major: u16

Breaking-change epoch. Must match exactly.

minor: u16

Backwards-compatible feature additions. Must be ≥ required.

patch: u16

Bug-fix increments. Ignored for compatibility checks.
